Bucky thought he was being a hero, that’s how they talked him into going on all of those missions to kill people, that’s what he was fighting for, he wanted to save lives, he wanted to make the world a good place for people to live in. Bucky cares about being a hero, that was all they let him care about, it’s all he really had. If he was given a second chance, maybe that would be what he’d use as a foundation for learning to think for himself, how am I helping people, how am I contributing to making the world safe and pleasant.
